Job Summary

This is a role providing both accounting & finance related expertise in support of Charles River’s Government Contracts.  Lead all financial aspects of assigned government contracts from proposal, execution and monitoring, through contract closeout. Work in a cross-functional environment with Operations, Business Development, Legal, Finance and Accounting team members. This role has opportunity to grow as the team lead supporting a group of program and billing analyst.

ESSENTIAL DUTIES AND RESPONSIBILITIES:  
⦁    Manage Request for Proposal (RFP) functions for all government cost proposals including pre-award, post award and all modifications as required. 
⦁    Work closely with operations professionals and Proposal Manager to establish Basis of Estimates (BOE) and assess pricing scenarios. Prepare cost estimates and support all financial aspects of Business Proposals, change order proposals and contract modifications.
⦁    Participate in negotiation of final proposals, relevant internal reviews, and external question and answer process.
⦁    Read, analyze, and interpret contracts and related documents and apply information to invoicing and financial reporting practices.  
⦁    Compile and analyze cost data; prepare forecasts and estimates at completion (EAC) to ensure contract budget and/or specific limitations are not exceeded. 
⦁    Support of Business Finance Controllers with annual operating plans and forecast updates. 
⦁    Work closely with collections group & billing analysts to ensure timely and accurate collection of government accounts receivable; work with customer to resolve any invoicing issues.
⦁    Perform contract closeout actions; assist with award protest, contract disputes, claims and other issues as necessary.
⦁    Coordinate and partner with procurement to support Small Business Subcontracting Plans and reporting.
⦁    Follow compliance with SOX, FAR, CAS and other regulatory requirements.
⦁    Perform all other related duties as assigned.
⦁    Prepare timely monthly & quarterly contract reporting for both internal & external customers

Job Qualifications

⦁    Education:  Bachelor’s degree (B.A./B.S.) or equivalent.
⦁    Experience:  Seven to ten years related experience in project-based / cost accounting with emphasis on program control/finance, billings, and contract administration. Knowledge of Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS) and government contracts is considered a plus.
⦁    An equivalent combination of education and experience may be accepted as a satisfactory substitute for the specific education and experience listed above.
⦁    Certification/Licensure:  None
⦁    Other:  Experience working with NIH, DCAA and/or DCMA preferred.   Strong spreadsheet skills, time management and planning skills, written and verbal communications skills.   . Must possess ability to work independently and within the team to meet deadlines and prepare responses with a high degree of accuracy. Must be highly organized, detail orientated, proactive, resourceful and able to exercise sound judgment.
