Job Summary

We are seeking a Sr. Government Accounting Analyst for our Finance team located in Wilmington, MA.

 

The Sr. Government Accounting Analyst is responsible for overseeing compliance with Federal Acquisition Regulations (FAR) Part 31 Contract Cost Principles and Cost Accounting Standards (CAS).  The successful candidate will be a key contributor when assessing cost accounting changes or the allowability and allocability of incurred costs.  

 

ESSENTIAL RESPONSIBILITIES:

  • Primary internal point of contact for government cost accounting compliance needs within CRL
  • Monitor accounting practices for potential changes that may require revision of disclosure statements (CASB DS-1); propose disclosure statement revisions as needed
  • Prepare cost impact analyses and/or gross dollar magnitudes (GDMs) for changes in potential changes in cost accounting practices if necessary
  • Prepare the annual government Incurred Cost Submission (ICS) and support reviews with Senior Business and Finance Leaders
  • Monitor indirect rates throughout the year and assess impact on contracts.
  • Establish forward pricing rates and monitor against actual rates
  • Prepare provisional indirect rates and monitor against actual rates
  • Support Negotiated Indirect Cost Rate Agreements process with NIH or relevant cognizant agency
  • Provide meaningful interpretation of rate impacts on financial results
  • Conduct mock business system audits internally to monitor compliance with relevant regulations and contract requirements, including regular floor checks
  • Support incurred cost and government business system audits with NIH or DCAA auditors, and develop effective remediation as needed
  • Establish effective working relationships with auditors and Administration/Cognizance Agency personnel
  • Support program control analysts and provide independent assessment/review of cost proposals, Estimates at Completions (EAC), and contractual items
  • Ensure adherence to pertinent regulatory requirements and to departmental policies, practices and procedures

Minimum Qualifications

 

Minimum qualifications:

  • Bachelor’s degree (B.A./B.S.) or equivalent.
  • Seven to ten years related experience in government accounting with emphasis on indirect rate management, functional budgets, and program controls
  • Working knowledge of Federal Acquisition Regulation (FAR), specifically FAR Part 31 and Cost Accounting Standards (CAS)
  • Experience with Department of Health and Human Services (HHS) Acquisition Regulation (HHSAR) would be beneficial but not required
  • Experience with ERP systems that utilize project costing modules (e.g. SAP, Oracle, Deltek, JAMIS, etc.)
  • Experience working with NIH DFAS, DCAA and/or DCMA preferred
  • An equivalent combination of education and experience may be accepted as a satisfactory substitute for the specific education and experience listed above
